Minnesota Motor Fuels Tax:
On July 1, 2009, the following fuel tax rate changes are occurring:
The Minnesota motor fuel tax on gasoline, clear diesel fuel, and
clear kerosene will increase from 25.5 to 27.1 cents per gallon.
The Minnesota motor fuel tax on E-85 will increase from $.1811 to
$.1924 per gallon.
These new fuel tax rates apply to all loads
pulled from the rack and/or sold as of 12:01 am July 1st.
Red Flag Rule
Financial institutions and businesses
that extend credit to consumers will soon need to comply with a new
rule effective August 1, 2009. The Federal Trade Commission, Federal
Reserve, and other financial regulators have developed the Red Flag
Rule under the Fair and Accurate Credit Transactions Act of 2003 to
protect against identity theft.

SBA Loans for
Petroleum Marketers
The Treasury Department announced March 16, 2009, it will commit
up to $15 billion in new funding for the federal small business
guaranteed loan program. The infusion of funding is likely to help
petroleum marketers obtain additional loans and lines of credit from
local lenders. As part of the plan, the Small Business
Administration (SBA) will temporarily raise loan guarantees to 90
percent from the current 75 percent for its 7(a) loan program. Click

New Federal Vapor Emission Requirements
for Gasoline Dispensing Facilities, Bulk Plants and Loading Racks
BACKGROUND:
The U.S. EPA issued a final rulemaking in January that requires
installation of Stage I vapor balancing equipment at gasoline
dispensing facilities with certain throughput thresholds for
gasoline. The rule also requires vapor control methods for bulk
plants and loading racks. The final rule can be found at:
